Pursuant to the most recent issuance of the Ease of Doing Business and Anti-Red Tape Advisory Council of ARTA Resolution No. 12 and ARTA Memorandum Circular No. 01-2021 Mandating the Onboarding of Trade Regulatory Government Agencies in TradeNet System, the DOF TradeNet Project Management Office (TPMO) together with the Bureau of Customs (BOC) and Tariff Commission (TC), conducted the 1st virtual ASEAN Harmonized Tariff Nomenclature (AHTN) Classification and Identification Workshop last 13 April 2021.
The AHTN Workshop forms part of the onboarding activities under the Calibrated Onboarding Work Plan for 2021. It is a one-day workshop divided into batches based on the agencies’ cluster. The first batch of the workshop focused on the classification and identification of chemical and drug related commodities being regulated by the five (5) priority agencies namely: Strategic Trade Management Office (STMO), Bureau of Internal Revenue (BIR), Food and Drug Administration(FDA), Philippine Nuclear Research Institute (PNRI) and Dangerous Drugs Board (DDB).
Representative from the Department of Trade and Industry – Bureau of Import Services (DTI-BIS) and World Bank – International Finance Corporation (WB-IFC) also participated in the Workshop to ensure that data under the Philippine National Trade Repository (PNTR) is aligned with the regulations and policies of each TRGAs.
Dir. Elvira C. Ignacio, Ms. Ruth A. Polo and Ms. Madonna C. Villeno from the Tariff Commission discussed and briefed the participants on the Tariff Classification Procedures, the General Rules on the Interpretation of the Harmonized System, and the Coverage of Chemical Sector in the ASEAN Harmonized Tariff Nomenclature (AHTN).
Part of the workshop is the agency specific break-out session which was facilitated by BOC Experts, TPMO and TC Experts. The validated AHTN Codes from each breakout group will be uploaded in the TradeNet System as part of the agency workflows. Subsequent thereto, agencies are expected to continue the classification and identification of the AHTN codes of their remaining regulated goods.
The TPMO will continuously coordinate with the TRGAs to ensure the full implementation and operation of the TradeNet Project. The 2nd batch of the AHTN Workshop is scheduled to take place this coming May 2021.
